In order to promote the concept of "green consumption cycle", encourage the purchase of green products and other environmental protection actions, lead the public to practice green living through "green actions with a price", expand the green consumption market and drive the green economic cycle, the Environmental Protection Administration (EPA) of the Executive Yuan has officially promoted the environmental protection point system since December 2015, integrating government and non-government resources, and has accumulated initial results so far. As of October 2022, more than 860,000 members have joined the system and a number of well-known channels have joined the ranks of the contracted organizations. Since the promotion of the system, the key factors affecting the effectiveness of the system are not only the participation of relevant ministries and sectors and cross-sectoral integration, but also the continuous participation of members and contracted organization’s, which effectively expands the influence of the system and strengthens the overall ecosystem of the system. In view of the significant increase in the number of participating members, contracted institutions and related transactions, it is particularly important to review and adjust the content of the monitoring and auditing mechanism, and to continue to implement the monitoring and auditing work in the relevant areas, so as to reduce risks and doubts in the system, such as financial flow operations, platform systems and regulatory issues, and to strengthen the protection and trust of stakeholders (e.g. consumers), which is an important task of this project. This is an important part of the project. The project will provide policy planning or proposals to the Environmental Protection Administration (EPA), and after the EPA has confirmed the direction of the decision, the project will be handed over to another EPA platform maintenance unit (Project office) to carry out various administrative and common services. This program is designed to monitor and manage the actual implementation of the Project office, including verifying that the actual implementation is in line with existing laws and policies, and conducting checks on the external financial and information flows of the Project office system to ensure that the information is correct. The project has three main objectives. (1) To conduct auditing and supervision of the environmental protection aggregation point system, to review and revise the relevant operational procedures, and to assist the EPD in managing the implementation of the environmental protection aggregation point platform. (2) To conduct product information and member operation checks on the Eco-centers platform in order to enhance the timeliness of information and improve the quality of service. (3) Continuously review the applicability of the legal documents related to Eco-centres in order to operate the Eco-centres system in a stable manner.
